Video: Libya Peace Talks in Jeopardy

Algeria is hosting a gathering of Libya rivals to discuss the long-running conflict.

General Khalifa Haftar, one of the key players, has pulled out of the talks.

Haftar earlier said he had held several meetings with Prime Minister Fayez Serraj but nothing came out of them.

Ibrahim Fraihat, an associate professor at the Doha Institute for Graduate Studies and the Author of "Unfinished Revolutions: Yemen, Libya and Tunisia after the Arab Spring" tells Al Jazeera how Libya has struggled to establish any form of viable government since the fall of Muammar Gaddafi:
